I'll vote for you since you haven't received your ballot! How would non-internet members know how to vote if they couldn't read the "E" newsletters with the the proposal or that a vote was even taking place? The vote means nothing and if "passed" will simply be annulled or ignored.

I see no other way than by the majority of votes received. We cannot presume to know the intention of those that do not vote.
